Here's an article from the LA Times (07-01-08)about how the various departments in southern California are handled the switchover to the new cell phone driving laws, or handsfree law that started on July 1, 2008.
The Seattle Times reports on July 22, 2008 that even though local officers can issue tickets for drivers using handheld phones instead of handsfree phones, it's not a primary infraction, which means they can't stop a driver for that alone like the Highway Patrol can in California. According to the article, the CHP has written over 4000 tickets at the time of the article. That's a good amount of revenue that wasn't there last year!
